The clock was designed by Franz von Matsch and built between 1911 and 1914. It is a masterpiece of Art Nouveau architecture, combining art, history and mechanical engineering. The mosaic on the clock face features the coat of arms of the old Viennese civic flag, as well as twelve shields with symbols from the world of work and private life.
