This is a bronze of a mermaid situated in Lake Tjornin. It is the work of Icelandic sculptor Nína Sæmundsson (1948) and seems to have been moved to several locations around the lake over the years. However, now it rests in its original location in the lake waters. What you see is a typical depiction of a mermaid sitting upon a rock, seeking to lure in fisherman with her beauty.
